Ice Cream is one of the many desserts that you can make in Story of Seasons: Friends of Mineral Town. And you can make Ice Cream in any season because the ingredients needed for it are available year-round.
Learning the Recipe
Once you reach 8 friendship notes (at least 200 friendship points) with Anna, you can unlock her Confectionaries Class which is held at Basil’s house on Saturdays.
After completing the first class, you can come back every Saturday to Basil’s house to learn more recipes.
Anna will teach you six recipes in total: Cake, Cookies, Pudding, Cheesecake, Apple Pie, and Ice Cream. Anna will demonstrate the recipe for Ice Cream on your 6th and last visit.
Mugi will also teach you the recipe for Ice Cream once you reach 4 friendship notes with him.

Ingredients
If you want to make Ice Cream, you need to have mature cows and chickens on your farm. Once you’re able to produce Milk and Eggs regularly, you can make Ice Cream anytime you want as long as you look after your animals.

Any dishes made in your kitchen can’t be shipped through Zack and the Shipping Bin. But you can sell food to Huang once you reach at least 4 FP.
Huang will offer you a price, which you can reject for a chance at getting him to bid higher.
