The quality level of foraged items (like Ruby) gets determined by your friendship level with Ivy the nature sprite.
Increasing your friendship sprite level with Ivy boosts the star quality of all foraged items you collect. Quality increases every 4 levels, starting at ★0.5 (Lv.0) and maxing out at ★7 (Lv.50).
