The Feather Jewel is one of three rare gemstones needed to craft the Travel Stone. The item has no other uses or purposes beyond crafting.
You can get the Feather Jewel by exchanging 50 Recyclables at Treasureland. You can first unlock the Treasureland stall at Bazaar Rank 4, but the Feather Jewel only becomes available after you reach Bazaar Rank 6.
The Travel Stone is crafted at the Yellow Windmill with the Purple Wonderstone active, and with all three gemstones:
