The Spring Sun Stone is a special item that allows you to grow spring crops year-round in your basement/cellar field. Unlike the other seasonal sun stones, the Spring Sun Stone is given to you for free by Wilbur when you commission the cellar construction.
You can order the cellar construction from Wilbur’s Workshop. The requirements are:

When the basement is finished, Wilbur will give you the Spring Sun Stone automatically. This makes it the only seasonal sun stone that doesn’t require crafting at a windmill.
Usage
To use the Spring Sun Stone, place it on the pedestal in your basement.
Once activated, you can plant and grow any spring crops regardless of the current season.
